Exclamation emissions experts, is this a scam? WTF???

This is an interesting case, I'm thinking that I've been scammed.
On my initial Failed test, I got the following readings:

DYNO RUN
HC ppm.....Limit allowed 318 and I got 142 so Pass
CO%.........Limit allowed 2.52 and I got 0.44 so Pass
NO ppm.....Limit allowed 3353 and I got 1178 so Pass

CURB IDLE
HC ppm.....Limit allowed 300 and I got 273 so Pass
CO%.........Limit allowed 1.50 and I got 1.52 so FAIL

For my retest plese NOTE the new limits set by the ministry and by how much different they are:

DYNO RUN
HC ppm.....Limit allowed 66 and I got 49 so Pass
CO%.........Limit allowed 0.37 and I got 0.02 so Pass
NO ppm.....Limit allowed 757 and I got 1211 so FAIL

CURB IDLE
HC ppm.....Limit allowed 200 and I got 147 so Pass
CO%.........Limit allowed 1.00 and I got 0.16 so PASS

Is this right? How can any one look at the initial results and work towards a pass if for the retest, the allowable limits are so much lower, Looking at the NO, the allowed limit went from 3353 to 757!!!!!

WTF????? WTF????????

Did you go to the same place? Looks like they punched in two different cars.

Same place.
Second difference that I also noted between 2 reports is in the inspection type perfromed. This is found in the top R corner of the report. The first test was inspection type I and the repeat test was type R.

Interestinly enough, both reports say that the motor is 1.8L so wouldn't that automaticaly kick in as a hot rod since original motor was 1.6L?

entering 1.8L is different as entering your car to be hotrod..

but certainly your first test is hotrod coz the limit is like 6 times larger and i think NO ppm being 1000+ is too much... i normally get roughly 20% below that NO ppm limit like about 550-600 i believe

the limits set by the ministry in 2004 where very close to the ones I had on my first test. So I'm guessing that the second time they did not enter it as a hot rod As you can see it clearly, with the second run results I would have passed the first time.

No codes, it's all good. Perhaps the cat is a bit tired but then again it's 5 year old... Any other cures for high NO readings????

Update,
If you have a car with swapped motor and motor has not been available for your car in Canada, then you have a hotrod. This puts you in a different test category. Just look at my first post and see the allowable limits.
In order to have your car smogged like that, you have to preset the shop a certificate that your car is a hotrod. Some places don't need it and just by looking at it will know that it's not the original engine. To get that certificate is a bit foggy business as so far 2 dealerships had no idea what I was asking for.

In my case, the second time around, I had a mechanic who had no idea about hondas and the motors they usually come with. So the shop appologized, run the retest for free and it passed.
HTH

I love when people who know nothing talk about this kind of stuff like they know what they are talking about. Do you even know what NOX is......... Do you know what causes it....... From your answer before I assume no to both of the questions above.

NOX is a result of high combustion chamber temperatures. The main culprit of NOX emissions is usually a faulty egr valve. Most of our cars do not have an egr valve unfortunatly. #2 reason is converts not lighting.

INJECTORS HAVE NOTHING TO DO WITH IT
