EF Probs need help quick

ok got a few problems with my cars... to start off my car wont start and when it actually does it runs like **** and when i go to give it gas it shuts off... 2nd prob i have is my ecu is giving me a code but blinks 16 times slow

I believe code 16 deals with poor fuel, meaning injectors and their wiring or the main relay.

kk got bigger probs.... motor still wont start and when i pour a little fuel into the carb and start it it revs till redline then shuts off
