D15B2 no start issues. I'm at a loss.

I've been battling an intermittant no start in my '91 for a week now. Its happened maybe 3 times over the last year, and always starts right back up again in a few minutes. Its just been over the last week that its happening more and more frequently. Always on a cold or relatively cold start. It never just dies on the road, and allways starts first thing in the morning. It'll happen after sitting at work all day, or after running down to the store and being shut off for a minute or two. ECM throws a code 16/ fuel injector circuit. The damn car passes every diagnostic test I throw at it. Main relay checks out ok, main and auxillary injectors ohm out ok, continuity beween ecm and connectors is good. Grounds are good. Fuel pump is good. When it fails to start, it cranks fine and has lots of spark, just no injector pulse. I thought maybe the fuel system was bleeding down and not able to prime again, as it almost always happens when I'm parked on a slope. Altering that, and riggin up a fuel pump prime circuit didn't change a thing. Only thing I havent tried is a fuel pump and filter, but with no injector pulse I think I'd be barking up the wrong tree.
Only other thing I can think of is to try another ECM. I'm ready to burn the car.

If anyone has any ideas, I'd love to hear them.

have you checked for voltage drop across the injector wiring? it could just not be getting enough voltage to the injectors

I was just thinking the same thing... funny.

When I was running through my diagnostic checks (from Alldata) All voltages for primary and auxillary injectors were as they should be, according to the flow chart for a code 16.
