coilovers are fine if you have good shocks... if your cheap and use your stock shocks though lower as little as possible

your in canada
i suggest that you get coilovers just to give yourself an option and not have to constantly pay to switch your lowering springs from stock during winters and such, you definitely don't want to get stuck in the cold during winter so you can jack that sucker up

Coil overs, just for its ajustability ....you can keep lowering
it till your happy vs lowering springs where your stuck at a
certain height...

it really depends,
like if he got REAL coilovers, you probably want to swap them out in the winter since they tend to seize unless you wash regularly
with coilover sleeves, if ya got good shocks, i guess, though i would never put them on my car, at least if they got all messed, you didn't lose a lot of money
id go with lowering springs and shocks

yup
if you're getting real coilovers its worth it
i had sleeves on my old car and the ride is terrible, even with tokico shocks.

go for the 1piece coils, I just installed the new tokico RAKs on my car they ride like factory, despite being slammedall the way down

I had coilover before and switched to fix coil.
I really don't regret it.

I don't drive my car in the winter, but that wouldn't be a problem.

If you choose coil over, go with a nice kit, like tein or ground control, no crappy thing like Ractive.

I installed H&R race

I wouldn't touch an 01+ Civic w/o a fat budget... Mac struts require a great deal of work to make them feel right... very high end coilovers are the only thing I'd put on such a car.
