Can't e-test car

I bought a 90 CRX w/ B16 swap and I've had the engine out to repair the car. The car seems to drive fairly fine on the street but I took it for an e-test twice today and both times theysaid it wouldn't stay in the rpm parameter. The first guy told me that I had an EGR problem (yeah right) and that I should fix my EGR valve.

Obviously I took the car somewhere else and then it still would not test. The test was aborted. So maybe I do have a problem but I guess I will take it to Honda on next Friday (another week without my car.)

If anyone has had this problem or has any idea what would cause my car to not stay in their 'rev range' please let me know. I don't think that there is anything majorly wrong with the car but I could be wrong.

can you cruise steadily at 40 km/h? How about just idle? I'm hoping it's a 5 spd?

if you take it to Buddah, he is the master of all things that suck gasoline and require e-testing... cheaper than Honda, better work! He'll fix whatever needs fixing, and then you can pass the e-test right in his very own shop.
