99 civic CX - delay before starting

99 civic CX - delay before starting

Hi,
I have a starting issue, when I turn the key to start the car, there is about a 5 second delay before the car cranks and then starts right away.

I can hear the fuel pump, and then nothing happens for about 5 seconds and then the car starts.

What could this be? I have a new battery, new fuel filter, new spark plugs, new distributor cap/rotor/Ignition Coil.

This started happening only recently once the cold weather set in although I am not sure if this is the reason.

Check the signal wire on the starter. It has a small black rubber boot. Make sure that conenction is clean and tight.
