Do a compression test or better yet leak down test and see how results are. Very likely its the head gasket.

how white? possible that it's just the cold making the exhaust more visible then normal? otherwise yeah you're likely looking at a head gasket or time to start building a swap for spring.

Turbo? N/A?

if your turbo, or running a catch can, make sure your lines arent frozen running from the valve cover.
