88 CRX/ Underdash powerless fusepanel

I went to test my fuses under my dash and noticed that only 2 fuses are actually getting power. The strange part is most of my eletrical is working in the car. The only thing not getting power is my radio and incar lighter. What could be causing this and is there a relay I should replace or look at?

the radio/ashtray/clock/interior light work off the same fuse, its a 15amp fuse...

look at the schematic on the cover.

well now i'm confused because my interior light is working fine... i guess i'll rip it out and see whats going on...

btw, did you check the fuses with the key on ??

thanx matt. I went out and turned the key on and i suddenly had power.. this is my first import so i guess i have to get use to the different electrical technics. I never heard of having to have the key on for power to be at the fuse box.

some of the fuses won't even get power with the key IN and ON... until the circuit is actually switched on.
