Revving problem

Hey guy i having a problem with my 90 honda civic witha b16a it wont pass 3000 rpm. i test the tps sensor and it works fine. Also i have a code 4 ( TDC code or a crank code) I change the distributor brand spanking new and it still gives me a code 4 and still wont rev up pass 3000 rpm. Any idea or has it happen to anyone else you know. I did all the diagnoise test for the code 4 and it lead me to believe that i need a pcm but i tried another pcm and its still giving me the same problem. Im stuck can one help me.

was this car originally Dual Point Fuel Injection? Or Multi Point Fuel Injection?

Could be the ECU, I've seen ecus throw a code 4.

It could also be the dizzy wiring.

I don't know much about the details of a B series engine but do they have a crank position sensor? I only ask cuz the op's question mentions a TDC or crank position issue.

The vehicle was dual point and i wired it to multi port. i didnt mix the tps sensor with the map cause i pin voltage the tps and i was getting proper readings. i check the distributor wiring i check all resistance and pin voltage at the computer harness and the distributor. still nothing and there is a crank sensor in the distributor.

when you say "i check the distributor wiring i check all resistance and pin voltage at the computer harness and the distributor. still nothing"

Do you mean, that the resistance is within spec?
Or you're not getting any reading at all?

What ecu and what dizzy are you using?

Is the car converted to obd1?
Or it is obd0 still?
