Do you honestly think you can get an extra 30HP from your stock engine with a computer chip / resistor? Making more HP and saving gas is a contradiction in itself.

Most of the junk you see on ebay is just a resistor you install in the IAC sensor (I think). The extra resistance tells the ECU it's -40 degrees and the engine needs more fuel. Since there's no extra air coming in, and now more fuel is being dumped down into the cylinders welcome to the world of fouled spark plugs, more gasoline in your oil from cylinder wash down, more unburnt fuel coming out of the exhaust (etest this is HC ), and a bunch of other problems.

I wouldn't waste the $ .

Don't bother... those aren't real mods you might have gained about 5-8HP max. Now 30HP gains can be found with a cam swap. ie. Stage 1 or 2. Higher compression pistons, etc.

However it's your $, do what you want.

all you'll see with one of those "performance chips" is a decrease in gas mileage.
I tested the mugen, spoon, jun, vision and skunk2 chips in my car with my wideband in it and every single one of them just dumped insane amounts of fuel, had rediculously high rev limits, some had vtec engaging at like 4500rpms (too low) and some had like 5-8 degrees of timing added in at WOT....none of which made my car any faster (b16 with bolt-ons at the time).
I did this test b/c i wanted to see for myself if there were any gains to be had and how the car would run. I had all of the programs saved on my laptop, chips and a burner so it didn't really cost me anything to try. Would i have done this if i had to pay $30 for each chip?....hell no. Keep in mind to use a "chip" your ecu needs to be modded to accept the chip (i.e chipped/socketed). These chips you can get off eghey might come with the necessary parts (i don't know if they do) but you'd still have to get them all soldered into your ecu, and if you've never done it before i wouldn't try it on your ecu you need to drive your car. So you'll have to pay someone ($50-150) to chip your ecu....thus making this idea even less worthwhile.
