both upper and lower rad hoses collapsed?

both upper and lower rad hoses collapsed?
Both upper and lower rad hosses are collapsed when engine is shut off and as soon as i take rad cap off the go back to normal any ideas?

flush the system and refill. if the cap was taken off under pressure, then returned... I suppose it could be now causing vacuum when it cools off (it heats up and causes pressure, so if you relieve the pressure and then it cools, it'll create a vaccuum).
