96 Civic OBDII Wire Pinouts

96 Civic OBDII Wire Pinouts
My new scantool doesn't work on my Honda. I'm not getting constant power to any of the 5 pins. Two grounds work, one pin sees 5V when ign. ON and another sees 12V when ign. ON. The white with red stripe in the corner- either #1,8,9 or 16 I'm getting nothing- is this supposed to be constant 12V? Anyone know where the fuse for this is?
