What could be wrong? HID related

What could be wrong? HID related

I have a philips HID kit. My driver side is fine, but the passanger side isn't lighting up. What I've noticed is everytime I turn on my headlights, the passanger side flashes for a split second but doesn't light up.

probably shorted out, check the wiring

Already checked and it's ok. If it did short out, then I probably wouldn't even get a split second blink everytime I turn on my headlights, correct?

could be a short in the transformer?
