Steps in Painting

For example you are doing some painting, like a abs plastic front grill for example. what steps must you usually do.
First is sand paper any rough parts. then should you apply any sort of primer?? or you can paint it straight away with the nappa spray paint??

a grill on a civic like the plastic part right?? its not like chrom or anything?

i would sand it roughly or if its already rough jus clean it good and then spray it, use primer as well as it will help it to adhere a little better.
