Exclamation NEED HELP! Headlights not working...properly

Got pulled over by a cop cause only one of my Headlights is working...I don't know what the problem is.

I checked all the fuses under the dash...they're all fine.

-When I start my car and release the parking brake...the left light comes on only (running light) the right doesn't work at all

-When I turn the regular lights on, the right side lights up but nothing from the left one

-When I turn on the High beams, the left light works but the right doesnt

COULD IT BE THE ACTUAL BULBS??? IM USING THE CHEAP F1 SPEC BULBS FROM SPEEDTECH...DOES EACH BULB HAVE TWO FILAMENTS? MAYBE THE LOWBEAM FILAMENT OF THE LEFT HEADLIGHT IS BLOWN AND THE HIGH BEAM FILAMENT OF THE RIGHT HEADLIGHT IS GONE??? OR MAYBE THE HIGH WATTAGE BULBS BLEW UP SOMETHING ELSE? HELLLLP

Any help would be GREAtly APPreciaTEd

Maybe ur bulbs are blown.
The ek civics are h4 bulbs with dual filament
so one on your low is gone and on the other the high is gone
jus go and pick up some aftermarket white lights and put them in and your set.

OK...team rukus gave me some 'new' bulbs...now....

BOTH HIGH BEAMS WORK
but
ONLY THE RIGHT LOW BEAM WORKS...the LEFT LOW BEAM doesnt work.

I think I may have blown something while I was messing around with a Fuse tap to wire my Indiglo Gauges. Besides a blown fuse...what else can I check for? Anything with the wire harness???
