Ebay Casper Shields
Found these casper shields on ebay, they are for H4 bulbs.

Does anyone know if they will fit a 99 Civic?
Does it matter if you have other bulbs besides Philips?

no... it's not the bulbs that produce glare.
shields are good if you wanna go that route, you won't blind traffic, but you'll still have voids and hot spots.
ebay headlights (projector) with a hid kit is the next step up
finally, the retrofit is the ultimate lighting mod.
