ECU code 91

Hey guys i recently swapped a b18b into my 00 dx coupe.. Only prob i have is a annoying chech engine light.. Code 91 comes up when i do the paper clip ecu reader lol.. Few diff sites word the code diff but low fuel pressure is what i find.. No problems with idle or anything motor runs great. i can hear my fuel pump kick in. I have a fuel pressure gauge on filter and it says just under 40psi and drops only a few with revs.. Anyone with a good idea of where to start looking how to clear this light?? thanks in advance

check your thread on jdmrides. I made a post. I'm too lazy to re-post it here though.

Ok i donno why i was thinking it dropped psi when revved.. it does go up over 40psi on rev's.. I took the vacuum line off the regulator.. rev's increased but PSI DID NOT!!!... I havent figured out a way to block the return line yet without taking lines apart.. I did just do the filter in spring when my old d-series was running crappy and all was fine for few weeks on that motor..
