Im not sure u understand what a rear fog light is.
Emergency Flashers do not stay on constantly. Where as rear fogs do.
Also, im pretty sure red is a more visible colour in any condition than amber. That's why we use red for our brake lights, and not amber.

When i see a car with 4 way flashers on in the snow, I'm not expecting them to signal when they change lanes or turn. With a rear fog light, you don't have to turn them on or off before u signal.
