Something may be making contact which produces the wipers to go on and off ramdonly.. I m not sure where the motor for the wipers is but i would check there first so see if there is a loose contact somewhere .... Maybe even dirt or something..

There is a relay for wipers, it could be malfunctioning.

It's not a relay.

06-07 civic/crv's have a known problem with wiper motors. Although, the complaint is typically that the wipers do not park, or shut off.

water could have damaged the relay, or the relay could be malfunctioning like said above (but only when you have them turned on). if you dont have them on and its doing this, they could be getting power from somewhere else somehow ie. somehow touching another wire thats live. id say take it to honda, if its a known problem they might cover the repair

^^What he said, there is a bulletin for 8th gen civics for this wiper problem. Take it to honda theyll fix it up under warranty as per the bulletin.
