What is a...

and when is it ever used or is it ever used in real-life driving?

It is used to lock up your torque converter and it is used at least everytime you are 'cruising' on the highway.... It can kick in driving in the city too but it depends on how you drive....

Also, FYI, you have no control over this...the ECU/PCM does.
