No enginer braking allowed?

I was in Ottawa over the past weekend, and I saw a sign on a stretch of road that said "No engine braking" - what's the purpose of this and has anyone seen this elsewhere?

I'm assuming it might have to do with motorists needing to see brake lights, but I would never think it would be implemented into a warning sign...

the sign refers to "jake brakes" or engine brakes which are used on large vehicles such as tractor trailers, they are very loud, which in some communities or near hospitals can be very disruptive...

Ya, those diesel ******* HOWL when they downshift and engine brake.... cuz their compression is like 15:1 or something, so they sound like a god damn propeller airplane.

The Jake Brake in a truck is a switch which re-ciruclates the exhuast back in the pistons, which in turn slows down your truck...its the best way to downshift when needed and saves your brakes.

I notice when behind poorly maintained cars you can see more smoke and even almost black or darker smoke during a down shift. I had assumed it was more of an emission coutesy, but then again the only place i've seen this signs were on my way to guelph near the aberfoyle springs bottling area.
