take it off, or get some wire or another hose clamp.

5 min fix

or get a new heat shield and replace .. I don't recommend removal becuase a honda engineer with more brains then any of us said yes we need to spend the money and put this part here...

well that's not really significant engineers always go over board but here's a significant part...

he convinced the penny pinching accountants that it was needed

That's tru jay, but it may just lead to more cabin heat or something, if you're afraid then just buy a new one to replace the old one, dunno the price of one, butting cutting it out is free. lol

no there's actually a brake line that one of them protects.... cabin heat ain't that much of an issue because int he winter the driver will be glad he's warm and in the summer he'll crank the A/C higher....

Couldnt you shield the brake line with something? like a braided covering then? It would do the same thing, thats my fuel tubes on my r/c car are set up, they have like a cloth covering to keep em from burning.

well hey like I said a engineer convinced an accountant it should be there so in my opinion thats enough for me to be convinced .. I don't need the how or why or anything else...

but about your idea... no that would not work .. in the car the heat shield creates a protective layer of air hence the space between the body and it and it and the exhuast...
