If your driving is legal, and your car is legal, why would they?

And if you know your driving or your car to be illegal, why would you be surprised if they get pissy with you?

I usually drive very calm and my car is all legal. Yes its lowered and has rims, but nothing illegal, though multiple times cops have decided to stop me and harass me for no reason. Never have I ever gotten any sort of ticket for my car being unsafe or unfit. It all depends in what area and the mood cops are.
Quick example, cruising down the highway at 110km/h cop pulls me over while cars are doing 120km/h+, after checking paper work, asking me if I have weed in the car multiple times (supposedly he smelt it even though I don't smoke...) he let me go. :S
