minor rust failing safety
 
I have the typical eg rust but other than that the exterior doesnt have any rust

mechanically everything runs smoothly and normal operation is fine

so would the rust holes alone make me fail safety

(also my struts are going bad and my shifter bushings are bad would this make me fail safety?)

finally, how much would it cost to fix the three items ive mentioned on a 93 cx HB?

Body work would cost the most, but as long as everything is working properly and the struts aren't leaking or blown, should still pass.

Hole will make you fail, because they said it lets harmful gasses in the cabin of vehicle

would a quick bondo job work?

not to sound ghetto but this is my beater so i dont want to put too much money into it

I would take it to a local/small shop to do the safety, and explain it's a winter car. Not that that would change weather a car is fit for the road or not, but it may give some leniency to things like rust holes.

A) Fill hole with 'Great Stuff', or similar spray insulation
B) carve dry foam with a knife, or sand off
C) Bondo, light sand when almost completely dry
D) Match paint, and paint it

Instead of Spray foam, use Fiber Glass if the area actually needs strength. then Replace A) with 3-7 Layers of Fiber Glass, and B) with Light sanding.
