Well question 2/3 are too hard to answer without a budget. Also if you say non-vtec with those mods is "fast" the stay with a single cam just vtec. If you wanna feel a lot more power swap k20 or even j32. But those will run you 7+grand. If you only got few grand to waste, go with a non-vtec b series like a b20 or b18b and call it a day. Spend the rest of the money in suspension/brakes/rims. Keep the car clean, lip is the way to go and not body kits...
Oh and for cluster, go to scrap yard, I'm sure you can find an eg with a tach. They are all plug and play

If you want your car to have a fresh look , then repaint the car. Same colour (cheaper) , and put a front lip , with rims ( if you have the extra cash), that alone would give the outside look you are looking for. Painting a civic could run you anywhere 1000-1500 for a decent ( original colour) assuming your car doesnt have much rust
Performance wise , adding vtec ( putting a new HEAD) would be the cheaper way to go , you will also be adding a few more horses (20, I believe).
You may want to consider a b20 swap as it is the cheapest b series swap out there, biut changing from a d series to a b series does include changing more things than just the engine. But imo is the best performance/on a budget , swap out there
That alone would be around 2500$ plus ( depending on who does it and if you know someone)
Now, if you are not on a budget , Bseries swap , k series swap , turbo , is the best way to go. ( about 3 plus )
