to the best of my knowledge, and AEM intake or any intake for that matter is not illegal, if connected properly. If the intake is plugged, then it interferes with emmisions, in which it's a $390 fine.

My AEM has a CARB sticker on the intake stating it is legal!!!

but that CARB sticker doesn't mean anything in Canada, CARB is a U.S. thing, especially in California

A CARB sticker on a part simply means that the part has been approved as acceptable by the California Air Resource Board, or given a CARB exemption.

This has no bearing on whether or not a police officer will issue you a ticket in Canada.

CARB means f*** all in Canada.
To my knowledge they are not illegal. Fight it, it's a BS ticket.

Was all his emmisions stuff hooked up?

Maybe the cop wanted to bust your friend and was "hurting" to find something wrong.

When you buy an intake is there a usual legal disclaimer about 'off-road-use-only?"

The intake itself is not illegal as long as everything is hooked up, however you can get a ticket for the filter being exposed. So that is probably why your friend got the ticket.

Ticket for the filter exposed?
First time I've heard that.

Most the stuff, "legal" papers that come with an intake mean jack.

As long as the breather outlet from the valve cover goes back into your intake piping (and not this lil filter that attaches to the oulet) then your intake is techniquely legal by all smog regulations.

Cheers,
Buddah.

That's the first I've ever heard about it.
Sounds like more crap to harass people imo.
