Trying to bring an engine across the border, any ideas to not get dinged with tax?
the guy is driving it himself but i guess he didn't want to play the pretend nothing is in the car game.

Think hard about this one. You're going to tell the Customs agent that you went down to the US to buy a seized motor for a Honda? What, they don't have any available locally? If you get one who's even partly on the ball, that agent could very easily question both your description of the engine and the valuation you put on it. If your story smells even a little bit doubtful, they can pull you off to the side and keep you there until they decide to let you go, or not.
There is no "innocent till proven guilty" at the border. If they don't believe you, it's up to YOU to prove your case. If they challenge you and you can't prove your case to their satisfaction, they can simply seize the goods and send you on your way without them. On top of that, your name will be on their watch list for many many years.
Or they can go further.
The penalties for making a false customs declaration include payment of taxes on the undeclared amount plus an equivalent amount in fine.
If they really want to get nasty with you, they can seize the vehicle that you used to bring over the improperly declared goods.
There is no import duty on used parts. You pay only the GST at the border. It's not worth the potential hurt to save a piddly 5% in GST charges at the border when the potential penalties are so steep and long-lasting.
I don't know how much that engine is worth, but 5% on $1000 is only $50. If you get caught trying to save such a piddly amount of money, you're going to look awfully stupid.
