Is there a way you tell what a bolt/nut is torqued at?
I got 3-piece rims that I need to take apart for refinishing and i'd like to take them apart to do it good.
I should get a response back quickly....

take a torque wrench... set it very low.. it will click when you try to tighten the bolt. inclrease it little by little.. when it stops to click, but you actually turn the bolt a little, and then it clicks, you will know the torque setting.. but this is not accurate, and I wouldnt risk my life on this technique. your best bet is to contact the manufacturer.
if locktite is used (since this is a high vibration application), this technique will not work at all.
