Drive Clean doesn't do anything to encourage you to buy a less stupid means of transportation than a 300 hp V8 minivan with 1000 lbs of extra drivetrain that you will never use because all you do with the car is commute to work with no passengers except yourself. Drive Clean just ups the cost of renewing license plates for everybody.
As mentioned above, it would make more sense if everyone had to meet the same standards. At least then it would make people think more consciously about emissions when they buy a car. Wouldn't a sensible emission reduction program try to improve the efficiency of vehicles on the whole rather than just making sure that an Escalade only pollutes as much as every other Escalade.
How about this for a Drive Clean replacement. The test is free but your licensing cost for the year is based on your results and yearly mileage, calculated from last years actual mileage. So for my car I'd be paying $74 plus say $1/1,000km for my 0.01% CO emissions.

i totall agree with the equal testing and how that would deture buyers from the big emissions vehicles but the thing is if the government were to do that, think of the money they would lose in vehicle taxes.
50K SUV vs 15K Car
plus the resale and as we all know, everytime a car is sold, the fricken thing is taxed.
so the lower depreciation rate for trucks and SUV's pays out as well.

I flunked my e-test.
Have no clue why (apprantely my cat. is shot) so I stored my CRX for atleast 2 years.
I doubt its the swap since it passed right after the swap was done.
Anyone wanna "hook" me up.
lol

I'm a certified drive clean inspetor, so i do drive cleans (alot), and the limits were tightened as of Januray 1 2005, also the government is going all hard *** on the e-test being done right, so far in the past week 3 canadian tire stores have been shut down for 3 months on the drive clean, so they cant do any drive cleans until 3 months passes, they got busted for not doing gas cap test, not using safety equpment,ect...

I'm an emission inspector too. couple things to say. the emmision testing was not going to be scraped it was up for reveiw. so since it started it has helped remove more than 300,000 tons of pollution. emmion standards have tightened by 10%. I see 2001 cars that fail. think about this if your car passes with zeros a car that fails on one number say HC limit of 53 or 60 whatever that car is polluting 20 cars worth approx. one other thing is to even do the emission test your car has to be safe. no exhaust leaks, big oil, coolant, gas leaks, worn tires, bad front end, brakes. so it's helping not only on emission but to fix the junkers on the road.
our shop was just audited only thing we didn't do is give the customer a flyer on what you do if your car fails. fines for emission stuff is crazy for the tester and the shop.
my 2 cents

my father and i are liscensed emmisions testers, and yes although we all complain, when you got for a drive clean test the actual garage doing the work only gets $10 from an emmiosion test the rest goes to the government, not to mention the $120,000 dollars we spent for the emmision testing machine, not to mention the million dollar insurance we have to have on it, as well with so many place offering emmision test there really isnt any big money being made by independent mechanics
and we all complain about having to do this test, but what about all those cars that use to spit ot smoke, gas and diesel all over your freshly painted and washed car, how many of those you seeing now a days??
as for the emmisions test it self, yes its a money maker for the government, and it may be a waste of money to us, but we are already seeing lowered pollution all over the world, y you think they scrap cars over in japan at 60 to 80 thousand???
anywho im sorry thats just my rant
P.S. they are not getting rid of the emmisions testing program, they would lose to much money, and have to many mechanics and shops to reinburse for lost money and wages

Ya I'm thinking the cat may need to get replaced...
The car is an '89 afterall..
Ah well...
Curious though, is a cat something that can be easily installed or is it something that requires welding skills?
I'm presuming on our Hondas the cat make a huge dif.
