dohc zc camshaft timing problem

i'm trying to line up the two camshafts in order to put on a new timing belt. the right camshaft is properly aligned with both timing marks, but the left shaft keeps springing back to a misaligned spot whenever i try to rotate it into alignment. i rechecked the crankshaft and it is at TDC. any suggestions?

there's a spot on the camshaft where a 22mm wrench or 7/8 fits over, put the wrench on there to hold the camshaft then turn the 14mm cam gear bolt untill its lined up and release slowly, it should hold steady
