As long as SRS light is not on the cluster you should be good. If it is on, pull the cluster out and pull the light/plug out of the back. Shouldn't matter. Now is your horn working? That would be a bigger issue.

You don't need as stock air bag or steering wheel to pass a safety.

Highway Traffic Act - R.R.O. 1990, Reg. 611

If you really wanted to and if you thought it would look cool, you could pass a safety with a spike mounted to the center of your steering wheel. In a bad crash the effects resulting from that spike would be indistinguishable from the results arising from no airbag.

Don't be surprised if that changes in the near future though. You can't remove seatbelt assemblies now and it's just a matter of time before the law catches up to treat airbags in the same way.

You can install a racing harness, but you would be stupid to use it without also installing a full cage. Of course, if you install a full cage with minimal clearance to the back of your head, you'd be stupid to drive in that car without first putting on a helmet.

Even after all that, even if you do wear the harness, you could still get ticketed if you;re not wearing the stock seatbelts.

A friend of mine got pulled over for speeding once and didn't get a ticket either. Your friend got lucky. He could have received a ticket.
