so lets say for p28 ecu, does it matter how it is chipped and for what engine or as long as its chipped it can be re-flashed / programmed for any engine, or for any application (turbo)? or there are different chip for p28 like for D series it def, and for B its dif??

It doesn't matter what chip is in there. All the info on it will be erased and new software uploaded for your purpose. Or you could get a virgin p28 and get zeeman to chip/tune your car. Doesn't make a difference really.
