the cars I were refering to were bone stock. They didn't have a single mod on them.

I understand getting back less value for a modified car

but didnt the original question also metion the "wholesale value" and "retail value" on the used car sales package. where do they come into play with the insurance company making their offer/settlement?

They don't. Those values are for the gov. to assest how much tax you have to pay.

Ie. You buy a car for $8k, but it has a value of $5k. You'll pay the tax on the $8k. Now if you buy a car for $5K, but has a book value of $8k you'll pay the tax on the $8k.
