cannot communicate with ecu, please help

cannot communicate with ecu, please help
i bought a 98 el with a 98 gsr motor and tranny swap. chipped p28.. went to go do an etest and they said my ecu is not communicating with their computer when hooked up to the DLC. is there a fuse that controls the DLC? where do i look for problems on this issue? all pin connectors at DLC are firmly in the plug. please help with any thoughts and or suggestions.
