'99 EX/SI hubcaps/wheelcovers do not fit my 97 cx oem steel wheels?

I purchased a set of 14" '99 EX/SI hubcaps/wheelcovers to use on my 97 cx hatch 14" steel wheels. the hubcaps line up properly with the wheel lugs & valve stem, however they do not fit firmly into the steelies. why is this? i had a set of generic wheel covers that fit the steelies just fine, but they look like crap.
thanks

you need the proper lug nuts for the hubcaps, the lug nuts have these plastic rings on them that hold the hubcap in place.

yo, all you REALLY need is ONE PER WHEEL if you wanna go real cheap

so even at the dealer at like say $4 a peice, you're only out less than $20.

I'd recommend 2 per wheel, but I suspect you could get away with just one.

When I traded my old 98 in, I faced the same problem. I had the wheel covers, but no lugs. I went to a local junk yard and went to the Honda section. There were literally hundreds of Honda lugs scattered around on the ground. I think I got about 30. I cleaned them up and used the best ones.
