Recommendd winter tire size for '10 Civic Si?
What's the best winter tire size for 06-10 Civic Si ? stock is 215/45/17 5x114.3mm BP 64.1mm CB
I've read that 205/55/16 is the best, but doesnt seem easy to find.
195/65/15 is easy to get, but speedo off by maybe 2km/h max.

Go with the smallest rim size that will fit safely (probably 15") and make sure the tire size is such that the overall diameter is as close to the stock stire size as possible. If it's off by a few km/h it's not a big deal. You can't always get it exact.

There should be a 15" size that is close enough. By going with a smaller rim you'll save a lot of money.
195/60/15 is pretty darn close. Speedo will only be off by 1.6%. Also that is a very common size and should be a lot less expensive than 205/55/16.
