The code is PO141 sensor heater malfunction (bank 1 sensor 2)
I don't really understand which one is malfunctioning...

is this the top (header) or the bottom sensor (cat)?
and
how do you check if the sensor is really toast?

car is a 98 civic lx (d16y8) stock everything

your second o2 (after the cat) heater is toast. I would pull up a wiring diagram and quickly check wiring (if the heater circuit has apprioate power) If it does, your o2 is toast, which is 95% of the time the problem.

had the exact same problem ... the heater is toast ... however its not a major issue and i drove like that for some time until i replaced the sensor ...

so replace the sensor when you can ...
