TPS voltage question.

I'm looking at my nieces car. The CEL flashes the whole time it's running. It's an 08 Civic LX. It died on her while driving awhile back, and since then anytime you try to drive it, it starts off fine, then once it gets up to about 30mph, it starts to lose all power, and will downshift if your not very easy on the pedal.

I was able to get it up to 60 bringing it to my place, but if I put even the slightest bit more pressure on the gas, it would downshift, and lose a lot of speed, taking awhile and feathering the gas to get it back to the speed limit.

Also after it starts doing this, if you come to a stop and then take off, you can have the pedal to the floor, only hitting about 8-9mph. Engine not revving, just zero power. After a 7-8 seconds it will start to pick up speed/rpm's.

Ran a scan and only came up with a cylinder 1 misfire, cylinder 3 misfire, and a multiple cylinder misfire. Decided to check the TPS, and I believe I am probing the correct wire, as the voltage does raise/lower in relation to the throttle. Problem is, I know that the voltage should range from .5v closed, to 4.5 wot. I'm reading .94v closed, and 3.98v wot.

I've never worked on an import, and could use some suggestions.

UPDATE

I took it for another drive and realized that the car will drive just fine as long as you don't give it too much gas. No CEL or anything. I drove it for about 5-10 minutes around town ranging back/forth from 20-40mph. Response was good, and seemed ok. When I got a chance, i Gave it more pedal to check the 55mph range, and soon as I did the CEL started flashing, and lost power again.

Hmm. Was really hoping to be able to get some suggestions on a civic problem from a civic forum.

In case anyone comes along, I did unplug the tps today to see how the car would do, but it wouldn't rev past 2k, and wouldnt go more than a couple mph so I didn't leave the yard.

I'd say based on your findings, start with a TPS sensor. If it's faulty, and your testing indicates that it is, it would make sense that you have a misfire as a result.
